About this file
This document is the Architect-Engineer (AE) Qualifications Statement form issued by the Florida Department of Management Services, Division of Real Estate Development and Management, for use in evaluating AE firm qualifications in response to a Request for Qualifications (RFQ) for Architect-Engineering Services for the Florida 6th District Court of Appeal New Courthouse. The form requires respondents to submit comprehensive qualifications information across three main parts: contract-specific qualifications including proposed team composition, key personnel resumes, and example projects demonstrating relevant experience; general firm qualifications including organizational structure, employee count by discipline, and financial history; and professional qualification supplements detailing previous work with the Department and state agencies, current workload, and projected workload. Responses are due by December 3, 2026 at 5:00 PM, with all correspondence directed to the Procurement Liaison at REDMProcurement@dms.fl.gov. The evaluation process, conducted pursuant to Section 287.055, Florida Statutes, will assess demonstrated experience, past performance, availability of qualified personnel, ability to meet schedules, and other factors deemed necessary for selection of qualified AE firms.
The form requires AE firms to demonstrate their qualifications through detailed submission of up to ten example projects where team members worked together, key personnel participation matrices, and comprehensive resumes showing education, professional registration, and relevant project experience. Firms must disclose litigation or legal proceedings involving the firm or predecessor organizations from the previous five years related to professional services contracts. The document establishes specific instructions for different contract types, including regional continuing contracts and statewide continuing contracts, with branch office identification requirements for the latter. The form emphasizes that false, misleading, or erroneous information may result in a finding of non-responsibility, non-responsiveness, and contract rejection, and the Department reserves the right to verify all submitted information and pursue legal remedies for misrepresentation discovered after contract execution.
