About this file

This is a mandatory responsiveness certification document for an Architect-Engineering (AE) Services Request for Qualifications (RFQ) issued by the State of Florida for the design of a new courthouse for the 6th District Court of Appeal. Responses are due by 5 PM on December 3, 2026. The RFQ requires AE firms to submit all requested information and documentation in accordance with Section 7 (Response Instructions) of the solicitation, with the Procurement Liaison serving as the sole point of contact via written communication at REDMProcurement@dms.fl.gov.

The document establishes numerous mandatory certifications that responding firms must acknowledge, including: active registration and good standing with the Florida Department of State Division of Corporations (or Certificate of Authority for out-of-state entities); verification that the firm and its principals are not on any state or federal suspension, debarment, or excluded vendor lists; compliance with the Scrutinized Companies Lists and Israel Boycott requirements; employment of at least one qualifying licensed architect or engineer under Florida Chapters 481 or 471; compliance with the E-Verify requirements of section 448.095(2)(a), F.S.; compliance with disclosure requirements under section 286.101, F.S.; and confirmation that the firm has not been designated as a domestic or foreign terrorist organization. The firm must also maintain a verifiable established office location and acknowledge its ongoing duty to notify the Procurement Liaison of any changes affecting these certifications. An authorized representative must sign the certification document.
