The scope encompasses litter removal from turf areas, fence lines, athletic fields, restrooms, structures, landscape beds, playgrounds, pond banks, creeks, wooded areas, pavilions, parking lots, trails, and paved surfaces across 64 service locations covering approximately 31.6 million square feet and 724.9 acres. Service frequencies range from three to seven days per week (156 to 363 service days annually per site). Standards require removal of all litter leaving no more than four pieces larger than 2 inches by 2 inches per 1,000 square feet. The contractor must empty litter receptacles, restock dog waste bag dispensers, remove debris from tables and grills, service pavilion areas prior to public reservations, respond to calls within two hours during business hours, and supply all trash bags and liners. The city estimates current collection at approximately 1.46 tons daily and usage of approximately 144 cases of dog waste bags annually. The contractor is responsible for all disposal costs; litter may be disposed at no cost at the Lookout Road Transfer Station.
The estimated annual budget is approximately $285,000. The initial contract term is twelve months from award, with the city holding the option to extend for four additional one-year periods under the same terms and conditions. Prices must remain firm for the initial twelve-month period; price adjustments for renewals may be requested based on CPI-U with a minimum of twelve months between adjustments.
Evaluation criteria are experience and references (20%), staffing and equipment capacity (20%), quality control and deficiency mechanisms (15%), operations and schedule proposal (15%), and pricing (30%). Bidders must maintain comprehensive insurance including $1,000,000 combined single limit commercial general liability, workers' compensation, $1,000,000 automobile liability, and $2,000,000 excess liability, with the city named as additional insured. GPS tracking devices are required on all vehicles. Bidders must provide a minimum of five references from customers outside Richardson who performed similar services within the past three years.
A pre-bid conference is scheduled for October 20, 2026 at 12:30 p.m. Central Time via Zoom. Site visits are available October 28 and November 4, 2026. Written clarification requests are due October 23, 2026 at 4:00 p.m. Central Time.
