About this file

This is a questionnaire document for a state and local contract opportunity issued by the City of Richardson, Texas, for litter removal services at parks, athletics sites, and public building grounds. The questionnaire requires bidders to provide comprehensive information about their qualifications and operational capabilities to perform outdoor maintenance services. Bidders must identify an authorized representative, establish the firm's founding year and history, and submit detailed information about principals and key personnel with relevant maintenance experience. The submission must include the name, contact information, and biography of the primary contract supervisor responsible for daily operations and service scheduling.

Bidders are required to document all equipment owned or leased for contract performance, specify the number of full-time and part-time employees engaged in similar work, and provide a minimum of three comparable contracts completed within the past three years. The questionnaire mandates that bidders describe their quality assurance and quality control processes, including how inspection results and service data will be communicated to the Parks and Recreation Department and their system for addressing deficiencies within required timelines. Bidders must also submit a tentative service schedule indicating the expected time crews will arrive on city property, the anticipated duration to complete one full site rotation, and the total number of employees assigned to each rotation. Insurance documentation is mandatory, and bidders must submit either a current ACORD Certificate of Liability Insurance or a formal confirmation letter from their insurance broker verifying their ability to meet specified coverage limits, with inability to provide this documentation disqualifying the bidder from contract consideration.
