About this opportunity
The State Fiscal Accountability Authority (SFAA), Division of Procurement Services, is soliciting on behalf of the South Carolina Department of Social Services (SCDSS) for providers of homemaker services, Emergency Temporary Personal Services (ETPS), personal care assistant (PCA), and certified nursing assistant (CNA) services across all 46 South Carolina counties, with proposals due May 21, 2026 at 11:00 AM ET and award notification on June 25, 2026.
Offerors may bid to provide one or both service components (homemaker and ETPS) and may elect to serve one or more counties. Homemaker services include routine household cleaning, laundry, meal preparation, and errand assistance for frail, elderly, and developmentally or physically impaired individuals ages 18 and older. ETPS providers must deliver 24-hour supervision and medical monitoring for vulnerable adults receiving Adult Protective Services who require temporary care until permanent living arrangements are secured.
Contractors must be licensed as In-Home Care Providers by the South Carolina Department of Public Health and maintain all required staff certifications. Agency directors must hold an advanced degree in social work or human services with supervisory experience, or a bachelor's degree in human services with four years of relevant experience. For personal care services, contractors must employ or subcontract with a licensed practical nurse or CNA holding at least two years of experience in public health, hospital, or nursing facility settings. All staff must pass criminal background checks, CPS Central Registry checks, and sex offender registry screening; random drug testing is mandatory. Employees must complete mandatory competency-based training in eight core areas, including first aid, medication assistance, confidentiality, documentation, ethics, lifting and transfer techniques, and infection control; a minimum of five hours of annual training is required.
Pricing must be submitted as a fixed price for the entire contract duration at or below state-established rates. The contract term runs July 8, 2026 through July 7, 2031 (one initial one-year term plus four one-year renewal options). Reimbursement is made monthly for actual allowable costs based on detailed invoices submitted with supporting documentation. A pre-bid conference is scheduled for April 23, 2026 at 10:00 AM ET via Microsoft Teams; questions are due April 23 at 4:00 PM ET.
