About this opportunity
Hillsborough County is issuing a sole source procurement notice for GN 11P antifoam product to be supplied by Harcros Chemicals Inc. for use in the County's leachate evaporators at its solid waste management facility. The procurement covers a contract period through December 31, 2027, with an estimated total cost of $307,227.80. The antifoam product is a proprietary polymer-based formulation that is critical for foam suppression within the treatment system, preventing equipment overflow, contamination, and efficiency losses while maintaining effluent quality and reducing operational costs. The County's Solid Waste Management Department selected GN 11P after determining it requires a significantly lower dosage rate of 10-12 gallons per day compared to the currently used antifoam product at 25-27 gallons per day, resulting in substantial cost savings and reduced chemical storage space requirements. The product is available in 450-pound drums or 2,200-pound totes at a pricing structure of $2.25 per pound or $19.13 per gallon, with the quoted pricing valid for both 2026 and 2027 calendar years. This procurement is being made under Section 3-205(a) of the County's Procurement Policy because GN 11P is the only known product meeting the salient specifications required by the department. The deadline for challenges to this sole source award is April 6, 2026, with challenges to be submitted through the EUNA Procurement submission section.
This procurement is not open to competitive bidding and is restricted to the sole source vendor, Harcros Chemicals Inc., which manufactures the GN 11P antifoam through its Organics division and serves as the sole distributor of this proprietary product within the State of Florida through its Tampa distribution center. No set-aside designations or restrictions for disadvantaged enterprises are referenced in the procurement notice. Interested contractors who believe they can provide an equivalent proprietary product meeting the County's salient specifications may submit clear and convincing information to challenge the intended award, provided such challenges are received by the April 6, 2026 close date. The County reserves the right to extend the contract period beyond December 31, 2027, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. The estimated contract value of $307,227.80 reflects the two-year procurement period through the specified end date, with no renewal options currently mentioned in the available documentation.
Opportunity text
Hillsborough County intends to recommend the award of a sole source procurement to Harcros Chemicals Inc., for GN 11P antifoam for use in the County's leachate evaporators at our solid waste facility, for a period through December 31, 2027, at an estimated cost of $307,227.80. The GN 11P is a proprietary polymer-based antifoam formulation distributed by Harcros Chemicals within the State of Florida. Antifoam is a critical chemical required for effective foam suppression within the treatment system that could cause overflow and equipment contamination, reduce treatment efficiency, affect effluent quality, entrap impurities, hindering membrane filtration, and increase operational cost and labor requirements. This procurement is being made in accordance with Section 3-205(a) of the County's Procurement Policy as Harcros Chemicals Inc., GN 11P is the only known product that meets the salient specifications required by the department. The Solid Waste Management Department evaluated GN 11P anti-foam against the currently used product and determined it requires a significantly lower dosage rate, 10-12 gallons per day as compared to 25-27 gallons per day of the currently utilized antifoam. This will result in a substantial overall savings as well as reduce the space required to store the chemicals. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
