About this opportunity
The Maine Department of Transportation is soliciting bids for an Annual Tire Chain & Cutting Edge (Plow Shoe) Master Agreement with bids due October 13, 2009 and a contract period running October 15, 2009 through October 14, 2010. The State retains the right to renew with contractor consent.
In case of tie bids, preference is given to in-state bidders or those offering products produced or manufactured in Maine.
The scope encompasses tire chains meeting NACM specification 92805 and cutting edges (plow shoes) meeting AISI 1074 standards. Tire chain products span nine distinct specifications from passenger-vehicle sizes (225/75R16, 215/85R16) to heavy-equipment configurations (HD14.00x24), totaling 1,049 units across five regional distribution centers. Truck items require V-bar chain configurations; heavy-equipment chains may be twisted (preferred) or square configuration at the vendor's election. Cutting-edge products include eight distinct items (curb shoes, plow shoes, wing shoes, nose shoes, blade scraper teeth) totaling 1,201 units distributed across six regional locations (Scarborough, Augusta, Dixfield, Hancock, Caribou, and Houlton). All products must meet ASTM E18 hardness requirements and include a minimum 30-day warranty covering manufacturer defects with replacement at vendor expense if defects are identified under proper installation and usage.
Pricing must be firm for the entire contract duration on an F.O.B. destination basis, with all transportation prepaid by the contractor. Contractors must accept orders from political subdivisions and school districts in Maine at quoted prices. Delivery orders under $5,000 are processed via email; orders exceeding $5,000 require Division of Purchases approval. The State of Maine is exempt from federal excise taxes and state sales taxes. Bidders must submit separate unit prices per item, and the Division reserves the right to increase or decrease ordered quantities by up to 10 percent.
Sealed bids must be received at the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine by the closing deadline.
