About this opportunity
The State of Maine Division of Purchases is requesting quotes for an Annual Master Agreement for Fastfill, a FlexCrete product supplied in 55-pound bags, with quotes due April 20, 2011, through the AdvantageME Vendor Self Service bidding platform.
The contract term runs from April 20, 2011, through April 19, 2013, on an as-needed basis. Delivery is required to six regional bridge maintenance storefronts: Scarborough (Region 1), Washington (Region 2), Dixfield (Region 3), Hancock and Carmel (Region 4), and Presque Isle (Region 5), plus the Augusta Bridge Maintenance Division headquarters. Pricing is fixed for the entire contract duration with no escalation permitted; the vendor bears all freight costs on a FOB delivery-site basis.
Awards will be made to the lowest responsible bidder offering best value, with evaluation considering quality, conformity to specifications, delivery dates, and overall economy. The Division of Purchases reserves the right to reject any or all quotes, waive formalities, increase or decrease quantities by up to 10%, and in tie situations favor in-state bidders or those offering Maine-produced commodities or services.
Bidders must submit separate unit prices for each item in specified quantities with all trade and quantity discounts included. Cash discounts are considered only if they apply to payments of 20 days or more. All transportation charges are prepaid and charged to the contractor. The State is exempt from Federal and Maine State Sales and Use Taxes; quotes must be submitted without these taxes.
The successful bidder must accept the state procurement card without surcharge, comply with Maine's chemical substance identification law by submitting current Material Safety Data Sheets, and agree to extend contract pricing to political subdivisions and Maine school districts. Orders of $5,000 or less are submitted directly to the vendor via email; larger orders require Division of Purchases approval and encumbrance. The Division may extend the contract beyond April 19, 2013, with contractor consent, or cancel immediately for non-compliance. Questions must be submitted through the AdvantageME platform; all questions will be answered up to 24 hours before closing.
