About this opportunity
The State of Maine Division of Purchases is requesting quotes for an annual contract to supply printed mailing labels, with quotes due February 6, 2009, under RFQ 18P-09011500000000000492. The contract period runs February 1, 2009, through January 31, 2010, with a maximum total contract period of three years including extensions at the State Purchasing Director's discretion with contractor consent.
The scope covers two label types—Crack and Peel and Dry Gummed—in sizes 3" × 5" or 4" × 5", printed in reflex blue or black ink on white stock with square corners. Vendors must provide proofs within one calendar week of order receipt and deliver completed labels within one calendar week of proof approval. Manufacturing overruns may not exceed 3 percent.
Maine's Certified Wood Products Bid Language applies: vendors must specify the percentage of post-consumer recycled fiber content and certified virgin fiber content for each proposed product, with certification from recognized third parties including FSC, ATFS, PEFC, SFI, or MLCP. The State may pay a price premium of up to 4 percent above the lowest bid to procure products with 100 percent post-consumer recycled or certified virgin fiber content; if no bids meet that threshold, preference is awarded to the highest percentage of qualifying fiber content within the 4 percent price band.
The estimated annual contract value is less than $5,000, with pricing to include all delivery costs. Vendors must accept the State Procurement Card with no surcharges permitted and submit monthly reports to the Division of Purchases by the fifth of each month detailing orders by department and dollar amounts. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. Vendors must submit responses using an attached spreadsheet with required information; responses must be submitted to the Division of Purchases office at 9 State House Station, 111 Sewall Street, Augusta, Maine, prior to the specified due date and time.
