About this opportunity
The State of Maine Division of Purchases is requesting bids on an annual contract for CD-1 strain mice to support the Marine Resources Department Testing Laboratory, with quotes due November 28, 2011. In-state bidders and those offering commodities produced or manufactured in Maine receive tie-bid preference.
The scope requires delivery of female CD-1 mice in four weight categories: up to 12 grams, 13–15 grams, 16–18 grams, and 19–21 grams. The supplier must deliver up to 1,500 mice per week from April through December and up to 200 mice per week during remaining months to the Boothbay Harbor Lab on the same day each week without exception. The Department of Marine Resources retains the right to modify or supplement weekly orders up to one day prior to scheduled delivery. All mice must be hand-packed and transported in an air-conditioned vehicle with zero tolerance for mortalities upon arrival. Pricing is structured on a quantity discount basis per shipment.
The estimated contract value is $75,000 for the one-year period (January 1 – December 31, 2012), though actual value depends on quantities ordered. Prices must remain firm throughout the contract duration and include all transaction charges with F.O.B. Destination terms. The State is exempt from federal excise taxes and state sales and use taxes. The incumbent supplier is Charles River Laboratories.
The Director of Purchases may extend the contract for up to two additional periods beyond the expiration date at their discretion with contractor consent. Bids must be submitted electronically closing at 2:00 p.m. local time. Awards will be made to the lowest responsible bidder offering the best value, with consideration given to quality, conformity to specifications, delivery dates, and overall economy. Cash discounts of 20 days or more are considered in determining the lowest bidder; discounts under 20 days are not considered. The sole contact for inquiries is Beth Obie, Buyer II, State of Maine Division of Purchases, Augusta.
