About this opportunity

The City of Pasadena is seeking contractors for the Annual Citywide Street Resurfacing and ADA Improvement Program for Fiscal Years 2023 and 2024, a comprehensive municipal infrastructure project located in Los Angeles County, California. The procurement opportunity encompasses extensive street rehabilitation work, including asphalt pavement resurfacing, concrete reconstruction of curbs, gutters, sidewalks, curb ramps, and driveway approaches. Key deliverables include utility cover adjustments, traffic signal loop detector replacements, raised pavement marker installations, and associated striping and markings. Bidders must demonstrate technical expertise in municipal infrastructure projects, provide detailed subcontractor listings, complete identity confirmation forms, and submit a non-collusion declaration. The solicitation requires contractors to have a valid Department of Industrial Relations registration number and comply with specific technical specifications outlined in the contract documents. The proposal due date is May 18, 2023, with contract award anticipated shortly thereafter, and work to be completed during fiscal years 2023 and 2024.

The contract includes provisions for equal employment opportunity and workforce diversity, with optional forms (AA-1, AA-2, AA-3) designed to capture vendor employment practices and demographic information. Small and micro businesses may receive preferential consideration, with opportunities for businesses holding California Department of General Services certification. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a significant municipal investment in infrastructure maintenance. Contractors must provide performance bonds, maintain extensive insurance coverage (including $2,000,000 per occurrence in Commercial General Liability), and comply with prevailing wage laws and non-discrimination requirements. The project emphasizes developing journeymen opportunities, particularly for minorities and women, and requires strict adherence to safety standards and federal guidelines. Potential contractors must demonstrate the capability to perform complex urban infrastructure rehabilitation across multiple street segments, with precise quantitative requirements for each improvement zone.
