About this opportunity
The Confederated Tribes of Siletz Indians (CTSI) has issued a Request for Proposals to procure animated language video production services for use in Tribal Head Start Classrooms. The procurement seeks qualified vendors to develop short animated videos in the Nuu-wee-ya' or Dee-ni Wee-ya' Pacific Coast Athabaskan language, with the project divided into two independent phases. Phase 1 deliverables include twenty videos totaling fifteen vocabulary videos of 30-60 seconds in length and five song videos of 90-120 seconds in length, with specific vocabulary lists and themes provided in the RFP appendix. Phase 2 deliverables comprise 10-15 narrative videos of 2-3 minutes each featuring stable characters in simple storylines that incorporate lesson vocabulary. Minimum qualifications require documented experience developing short animated videos, a minimum of two client references, a detailed project approach addressing scope, timeline, and deliverables, and proof of Indian preference eligibility if applicable. Proposals will be evaluated on a maximum of 100 points based on four criteria: Experience and Capability (50 points), with priority given to vendors with experience in educational videos for young children and language revitalization work with tribes; Proposal Format and Criteria (5 points); Indian Preference (15 points); and Fees (30 points). The proposal deadline is February 27, 2026, at 4:00 PM Pacific Standard Time, with all project deliverables required to be completed by June 15, 2027, and award notification to be provided within ten business days of the award decision.
CTSI has designated an Indian Preference set-aside for entities documenting 51 percent or more ownership by enrolled Native Americans or federally recognized tribes, with such organizations receiving priority evaluation consideration with a maximum of 15 points allocated to this criterion. Submitters must propose fixed-sum-not-to-exceed pricing for Phase 1, Phase 2, and both phases combined, with the per-video cost serving as an evaluation factor; however, specific budget ranges or award values are not disclosed in the RFP. Vendors must include conflict of interest disclosures, litigation history, Equal Opportunity Employer compliance statements, and maintain proposal validity for ninety days following the submission deadline. CTSI reserves the right to award contracts for one or both phases and may select different vendors for each phase, though it prefers to select a single vendor, and is not obligated to award a contract to any submitter or may cancel the RFP entirely. Proposals may be submitted via mail, physical delivery to the CTSI Main Administration Building in Siletz, Oregon, or email to Nick Viles at nickv@ctsi.nsn.us. No incumbent vendors or existing infrastructure integration requirements are identified in the RFP.
