About this opportunity

The Oregon Department of Early Learning and Care is requesting proposals for analysis services to scope a coordinated childcare and preschool enrollment platform, with proposals due October 23, 2026 at 2:00 p.m. PT and questions due October 5, 2026 at 2:00 p.m. PT. The RFP encourages participation of Oregon-certified disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though these are preferences rather than set-asides.

The scope encompasses strategic project planning and implementation-readiness services supporting a statewide platform to consolidate Preschool Promise, Head Start, Baby Promise, Oregon Prenatal to Kindergarten, and potentially Employment-Related Day Care enrollment across Oregon's sixteen Early Learning Hubs. Deliverables include a detailed business case with market research, current and future state process mapping and gap analysis, functional and non-functional requirements documentation, project management and resource management plans, organizational change management plan, stakeholder registry and RACI matrix, feasibility assessment for merging OPK, PSP, BP, and ERDC enrollment programs, Level 3 project artifacts, and a readiness assessment. Key personnel must hold PMP certification for project management roles and demonstrate experience within the last three years in complex IT project management, business analysis, data conversion and migration, and system integration; BABOK, PMBOK, and Prosci organizational change management frameworks are preferred.

The contract value does not exceed $650,000, with an initial term through June 30, 2027 and renewal options. One contract will be awarded. Proposers employing 50 or more full-time workers with contract value exceeding $500,000 must provide a Pay Equity Compliance Certificate. Round 1 evaluation totals 1,000 points: experience and capabilities (100 points), key persons and organizational profile (150 points), scope of services (300 points), price (200 points), references (100 points), and project samples (150 points). Interviews are scheduled for the week of November 2, 2026, with Notice of Intent to Award expected November 6, 2026. A voluntary pre-proposal conference was held September 30, 2026.
