About this opportunity

The Washington Suburban Sanitary Commission (WSSC) in Maryland is soliciting sealed bids for demolition and in-place abandonment of eight existing surge tanks at the Anacostia II Wastewater Pumping Station, with responses due September 30, 2026 at 2:00 p.m. via WSSC's eProcurement Portal. A mandatory site visit is scheduled for September 2, 2026 at 12:00 p.m. at 4200 Andalusia Lane, Capitol Heights, Maryland; a non-mandatory pre-bid meeting will be held the same day at 11:00 a.m. at the Anacostia Depot.

The scope encompasses demolition and disposal of eight surge tanks, removal of four trees to the root ball, demolition of associated pavement, sidewalk, curb and gutter, equipment protection and appurtenances, protection of adjacent features and utilities, erosion and sediment control, and site restoration. The surge tanks contain lead-based paint (readings ranging from 0.7 to 1.9 mg/cm²) and must be demolished in accordance with applicable hazardous-material and worker-safety requirements. A limited hazardous-materials survey detected no asbestos or PCBs above regulatory thresholds. Geotechnical investigation revealed groundwater at 8.2 to 8.4 feet below surface; open excavation with backfill and potential dewatering systems are recommended, with full-time geotechnical inspection required during demolition and backfill operations.

Bidders must be licensed in Maryland with a minimum of eight years' construction experience and demonstrate successful completion of at least five projects valued at $3 million or more involving water or wastewater plants or pump stations within the past eight years. At least three projects must demonstrate experience in structural, civil, mechanical, and electrical replacements at functioning facilities, and at least one must include surge tank construction, demolition, or replacement. Qualified key personnel must include a Project Manager with ten years' total construction experience (eight in water/wastewater), a Scheduler with five years' Critical Path Method experience, and an on-site Project Superintendent with ten years' total construction experience (five in water/wastewater). Bidders must demonstrate hazardous-material removal experience.

The bid is structured as a lump-sum price with contingent unit-price items for soil testing, lead paint removal, and disposal of contaminated soils. WSSC retains 5 percent retainage under Maryland's Little Miller Act. Questions are due September 16, 2026 at 2:00 p.m. Mid-Atlantic Purchasing Team cooperative-purchasing language permits eligible regional entities to leverage the award under identical terms.
