About this file
This is a specifications document and engineering contract book issued by the Washington Suburban Sanitary Commission (WSSC) for the Anacostia II Wastewater Pumping Station Surge Tanks Removal project located at 1700 Andalusia Lane, Capitol Heights, Maryland. The work consists of the demolition and in-place abandonment of eight existing surge tanks, removal of four trees to the root ball, demolition and disposal of associated pavement, sidewalk, curb and gutter, equipment and appurtenances, protection of adjacent features and utilities, erosion and sediment control, and site restoration. The primary bid item is structured as a lump sum price that includes all labor, materials, equipment, testing, startup, and commissioning necessary to complete the work as detailed in the contract plans and specifications. Secondary contingent items include soils testing at various depths for lead contamination, additional soils testing beyond the initial 12 inches if warranted, lead paint removal prior to demolition if approved by WSSC, disposal of lead-contaminated soils on a per-ton basis, and temporary line stops if required due to plug valve failures. The sealed bid response deadline is 2:00 p.m. on Wednesday, September 30, 2026, submitted via WSSC's eProcurement Portal. The contract is issued for bid as of April 2026, with the contractor to receive a Notice to Proceed establishing the contract start date.
The specifications establish comprehensive requirements for contractor performance including detailed measurement and payment procedures, submission of a preliminary construction schedule within 15 days of Notice to Proceed and a complete detailed Critical Path Method schedule within 60 days, mobilization planning, submittal procedures, and equipment testing and startup. The contractor bears full responsibility for obtaining permits not provided by WSSC, securing off-site facilities and borrow areas at no cost to the Commission, and managing all utilities protection and coordination. The project observes WSSC's five-day work week (Monday through Friday, eight hours per day) with specified holidays, and contractors working beyond standard hours must reimburse WSSC for inspector and supervisory costs at rates ranging from $214.87 to $344.77 per hour. Weather delays are subject to established seasonal allowances (six workdays in winter, three in spring, and one each in summer and fall), and any exceedances require documented evidence and time impact analysis. The contract documents reference appendices containing a geotechnical investigation report and limited hazardous material survey for informational purposes, with all associated costs for site conditions, lead contamination management, and facility protection included within the lump sum bid item.
