The solicitation specifies no incumbent contractors or current service providers. The project is funded with 2022 Infrastructure Investment and Jobs Act (IIJA) Build America Plan (BIL) federal funding administered by the Office of Surface Mining Reclamation & Enforcement (OSMRE), which is designated as a third-party beneficiary to the contract and requires strict adherence to all BABA statutory requirements regarding material sourcing.
