About this opportunity

The West Virginia Department of Environmental Protection is requesting bids for landslide remediation and site rehabilitation at the Bridgeport (Tomes) Landslide project in Harrison County under ARFQ 0313 DEP2700000018, with bids due November 4, 2026 at 10:30 a.m., and a mandatory pre-bid meeting on October 6, 2026 at 1:00 p.m. Eastern time. This is an abandoned mine land (AML) reclamation project subject to Office of Surface Mining Reclamation and Enforcement (OSMRE) requirements: contractors must complete the AML Contractor Information Form (OMB #1029-0119) and certify compliance with the Surface Mining Control and Reclamation Act (SMCRA), with no coal mining violations permitted.

The scope encompasses 37 line items including mobilization and demobilization, construction layout, quality control, site preparation, excavation (58,758 cubic yards of unclassified material), drainage systems, fencing (6,737 linear feet of livestock fence), erosion and sediment control (3,282 linear feet of silt fence), bonded fiber matrix application (30,190 square yards), and revegetation (18.03 acres). The project follows a firm fixed-price structure with separate cost constraints on certain categories: mobilization and demobilization capped at 5 percent of total bid; construction layout and traffic control each capped at 3 percent; quality control capped at 3 percent; and site preparation capped at 10 percent. One line item (Utilities) is designated no-bid with zero quantity.

Bidders must submit a bid bond equal to at least 5 percent of the total bid amount, signed by a West Virginia-licensed surety. A West Virginia contractor's license number is required. Pre-bid questions are due October 20, 2026 at 4:00 p.m. Eastern time. Bids are submitted electronically through wvOASIS Vendor Self Service. Work is performed on-site per specifications. The buyer contact is Larry T. Workman at (304) 414-1242 or larry.t.workman@wv.gov.
