About this opportunity

The Illinois Department of Natural Resources is soliciting bids to excavate, stabilize, and remediate unstable subsurface materials beneath a public roadway caused by an abandoned mine shaft in Braidwood, Illinois, under Project AML-IWiE-2516, with bids due July 21, 2026. The contractor must commence work within 30 calendar days of notice to proceed but not before July 20, 2026, with substantial completion required within 14 calendar days of start and full completion within 30 calendar days; the overall contract term is 90 calendar days from execution.

The scope involves excavating approximately 180 cubic yards of material from a 25-foot square area to a 15-foot depth (potentially 20 feet); installing a 5-foot thick concrete plug (approximately 30 cubic yards of IDOT Class SI concrete); disposing of approximately 60 cubic yards of unsuitable material and approximately 25 tons of demolition debris; backfilling with 95 cubic yards of stockpiled material and 100 tons of IDOT CA6 aggregate; installing 70 square yards of asphalt pavement with 3-inch minimum thickness; furnishing controlled low strength material (CLSM) and borrow soil at the project manager's discretion; installing a shaft marker; and performing mobilization, demobilization, traffic control, and site restoration. The contractor must complete an Abandoned Mine Land (AML) Contractor Information Form and be registered with the Office of Surface Mining Reclamation and Enforcement (OSMRE) Applicant Violator System prior to work commencement.

Payment is calculated on a unit price basis for measured quantities (except lump sum items), with mobilization and demobilization costs not to exceed 20 percent of total bid price. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 combined single limit), comprehensive automobile liability ($1,000,000), and umbrella liability coverage, with the IDNR and City of Braidwood named as additional insureds. Liquidated damages for delays range from $475 per day for contracts under $100,000 to $1,425 per day for contracts between $3,000,000 and $6,000,000. Bidders must register with BidBuy (Illinois's electronic procurement system) prior to submission and visit the site to become familiar with project details. The contractor is responsible for all permits, underground utility location and protection, NPDES General Permit ILR100000 dust and pollution control compliance, and site restoration including seeding, fertilization, and mulching.
