About this opportunity

The Illinois Department of Natural Resources is soliciting bids for excavation, stabilization, and remediation of mine shaft subsidence beneath a public roadway in Braidwood, Illinois, with bids due June 29, 2026 and work start not before July 20, 2026.

The scope covers excavation of approximately 180 cubic yards of unstable subsurface materials to 15 feet depth (extendable to 20 feet), disposal of approximately 60 cubic yards of unsuitable material and 25 tons of demolition debris, installation of approximately 30 cubic yards of Class SI concrete to seal the abandoned mine shaft, placement of 95 cubic yards of stockpiled backfill and 100 tons of CA6 aggregate, installation of 70 square yards of asphalt pavement, and up to 16 cubic yards of controlled low-strength material at the Project Manager's discretion. Work is located on North Lincoln Street south of West 1st Street. Soil boring logs completed in April 2026 at two locations document subsurface conditions including coal fragments, sand, and clay to approximately 21.5 feet depth.

Work must commence within 30 calendar days of notice to proceed, reach substantial completion within 14 calendar days of start, and achieve final completion within 30 calendar days. The contract term is 90 calendar days after execution. Mobilization and demobilization costs are capped at 20 percent of total bid price and include traffic control, site security, street closure notifications, water management, and roadway restoration with seeding and fertilization. Payment is unit-price-based for measured quantities except designated lump-sum items, with payment conditioned on weight, volume, and quantity receipts plus certified payrolls.

The contractor must register in the OSMRE Applicant Violator System, complete an AML Contractor Information Form before work starts, obtain all required permits, and comply with NPDES General Permit stormwater requirements. Insurance requirements include $1,000,000 combined single limit commercial general liability, $1,000,000 comprehensive automobile liability, and workers compensation. Liquidated damages of $475 to $1,425 per calendar day apply for schedule overruns depending on contract value. Bidding occurs through the Illinois BidBuy procurement system. The State assumes no responsibility for subsurface exploration data accuracy; contractors must conduct site visits and independent due diligence.
