About this opportunity
Tuolumne County is seeking a professional consultant to conduct a comprehensive Americans with Disabilities Act (ADA) Accessibility Evaluation and Transition Plan for county-owned and leased properties. The project encompasses an assessment of approximately 200 buildings across 750,000 square feet, including office buildings, historic structures, parks, fire stations, airports, and residential facilities. The selected contractor will perform a detailed accessibility assessment of buildings, roads, sidewalks, and parks to identify current or potential non-compliance with federal and state accessibility regulations, including Title II of the ADA, Cal Trans requirements, and Public Right-of-Way Accessibility Guidelines. Deliverables will include an internal summary of findings and a public executive summary that identifies accessibility barriers and recommended improvements. The proposal evaluation will be based on four key criteria: completeness (1%), qualifications (40%), service delivery/methodology (29%), and reasonable cost of service (30%). Proposals must be received by 5:00 p.m. on September 30, 2024, with an initial contract term of one year and potential extensions for three additional 30-day periods.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Proposers must demonstrate experience with similar projects and have a Certified Access Specialist (CASp)-certified supervisor for inspections. Contractors will be required to provide comprehensive documentation, including detailed project schedules, staff qualifications, and potential subcontractor information. While a specific budget range is not explicitly stated, the project will be funded through the county budget, with funding subject to annual appropriations. The county reserves the right to negotiate contract terms and may cancel the agreement if sufficient funding is not available. Proposers must maintain comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability, with specific minimum coverage limits. The contract will require the provision of all necessary staffing and materials to complete the scope of work, with compensation to be negotiated and not to exceed a specific amount per fiscal year.
