About this opportunity
The City of American Fork, Utah, is issuing a Request for Proposal (RFP) to procure professional design services from qualified architects, engineers, or design firms for the development and construction documentation of a new Public Works facility located at 275 East 200 North, American Fork, Utah. The scope of work encompasses design finalization based on an existing conceptual master plan, schematic design development, and complete construction documents with presentations at 50%, 85%, and final completion stages. Deliverables include preliminary building plans, landscape plans, cross-sections, elevations, study models, perspective sketches, and electronic modeling, along with coordination with a City-appointed Project Management Team and a Construction Manager/General Contractor (CM/GC) beginning at the 25% design level. The selected firm must facilitate City Council presentations, provide consultation on CM/GC selection, and conduct value engineering and cost estimating activities. Evaluation will be based on three weighted criteria: qualifications and experience of the project team (30%), project approach including public works experience, local knowledge, and innovation (35%), and project costs (35%). Critical deadlines include a voluntary site walk on April 9, 2026, a question submission deadline of April 15, 2026, at 6:00 P.M., consolidated answers posted April 20, 2026, sealed proposals due April 22, 2026, at 2:00 P.M. through the State of Utah's online procurement portal, and an anticipated contract award date in May 2026.
The RFP does not specify set-aside designations or restrictions limiting competition to particular categories of organizations, disadvantaged enterprises, or small businesses. No incumbent vendors or current contractors are identified in the procurement documents. The cost proposal must include a not-to-exceed cost estimate with itemized costs for branding and wayfinding, interior and furniture design, and signage, along with the percentage of compensation allocated to each project phase; however, no specific budget range or award value is disclosed in the available materials. Responding firms must submit current financial reports, resumes of key personnel, references for at least three similar past projects, and evidence of authority to bind their company. The City reserves the right to require oral presentations from selected firms prior to final contract award and may negotiate with the firm deemed to offer the most advantageous proposal. All proposal submissions become the property of the City, and late submissions will be rejected.
