About this opportunity
The State of Alaska, Department of Administration, is requesting information on satellite-delivered broadband services and hardware for the Alaska Rural Communications System (ARCS) under RFI #02-121-26, with responses due August 11, 2026, at 2:00 p.m. AKST. This is a market-research RFI that does not guarantee future work or obligate the state to issue a subsequent solicitation.
The scope covers low-earth orbit satellite constellation services and hardware to support 126 federally licensed rural low-power television transmitter sites across Alaska's landmass and territorial waters. The system currently transmits four to six television channels and provides radio programming to over 25 rural public radio stations. The RFI explicitly requests vendors propose lower-cost alternatives to the current satellite infrastructure while maintaining service to all existing sites. Vendors must address existing capabilities, proposed LEO satellite services for rural television station broadcast connectivity, hardware and technical support specifications for all 126 sites, and general and benchmark cost information. A spreadsheet of current ARCS sites aids vendors in understanding geographic distribution. For technical inquiries regarding bandwidth requirements, latency, and Service Level Agreements, vendors are directed to Bob Wyatt at Alaska Public Media (907-550-8417 or bobw@alaskapublic.org).
Responses must be submitted in both Word and PDF formats via email to doa.oppm.procurement@alaska.gov, directed to Christine Mash, Assistant Deputy Chief Procurement Officer. Administrative Order 352 applies, disqualifying vendors determined to support a boycott of the State of Israel; however, this requirement does not apply to entities with fewer than 10 employees or contracts valued below $100,000. All vendor response costs are the sole responsibility of interested parties. The original response deadline of July 28, 2026, was extended to August 11, 2026, at vendor request for additional development time.
