About this file

This amendment document is issued by the State of Alaska, Department of Administration, Division of Office of Procurement and Property Management, regarding Request for Information (RFI) #02-121-26 for Low-Earth Orbit Satellite to Television Transmission Communication Service. The RFI seeks information from qualified vendors capable of providing satellite-delivered broadband services and hardware for the Alaska Rural Communications System (ARCS). This request for information is intended for market research purposes only and does not guarantee future work or awards. The original response due date of July 29, 2026, has been extended to August 11, 2026, at 2:00 p.m. AKST following a vendor request for additional time to develop more comprehensive responses. Interested parties must submit written responses via email to doa.oppm.procurement@alaska.gov, with all questions directed in writing to Christine Mash, Assistant Deputy Chief Procurement Officer. Vendors must sign and return the amendment document with their proposals to avoid rejection.

The amendment addresses four key questions submitted by potential offerors regarding project scope and logistics. The State clarified that 24 public radio stations are connected through a separate Alaska Public Media (APRN) uplink and are not co-located with television transmit/receive equipment sites, significantly impacting equipment requirements and installation costs. The State provided an attached list of current ARCS sites to assist vendors in understanding geographic distribution and developing appropriate solutions. For technical inquiries regarding bandwidth requirements, latency, and Service Level Agreements (SLAs), vendors are directed to contact Bob Wyatt at Alaska Public Media (907-550-8417 or bobw@alaskapublic.org), as the SLA is established between the State and Alaska Public Media Inc. No pricing information, funding sources, or contract terms are detailed in this amendment document.

Questions submitted by potential offerors and answers from the state:

Question 1: Request a 2-week extension to the due date: While New Horizons can provide a response to the subject RFI in its current form, the short timeline warrants a generic response since a more detailed solution cannot be evaluated. We believe that additional time would allow us to craft a more meaningful and informative response. The additional time enables our collective team to establish a response that will be much more useful to State of Alaska future planning for the ARCS system. Your consideration would be greatly appreciated.

Answer: See Change 1 below.

Question 2: Radio Station locations: Can you please advise if the 26 local radio stations are co-located with the ARCS transmit/receive equipment? The total number of sites has a significant impact on the equipment and its capabilities as well as the resultant travel and installation costs.

Answer: The public radio stations (now 24) are connected through a separate Alaska Public Media (APRN) uplink and are not co-located with the TV sites.

Question 3: List of sites: As you know, the location of sites varies drastically within the geographic boundaries of Alaska. If you can make available a list of all of the impacted ARCS sites and additional radio station locations as needed) this information would enhance our ability to understand requirements and apply appropriate solutions for each site.

Answer: See attached current list.

Question 4: Technical Q&A Sessions: Because this inquiry is in an informational state and no award will be made from the response(s) received, would it be possible to coordinate a technical Q&A session so that we may better understand the total bandwidth requirements along with any latency, SLA, or value add features? We would prefer to have a live Teams/Zoom chat with someone to answer technical questions, but a period of written Q&A would also be acceptable.

Answer: SLA (service level agreement) is between the State of Alaska and Alaska Public Media Inc. For information regarding “bandwidth requirements along with any latency” contact Bob Wyatt with Alaska Public Media 907- 550-8417 / bobw@alaskapublic.org.

Changes to the RFP:

Change 1: RFI response due date is changed from July 29, 2026, to August 11, 2026. Submission time remains the same.
