About this file

This is a Request for Information (RFI) issued by the State of Alaska, Department of Administration (DOA), seeking vendor information for satellite-delivered broadband services and hardware for the Alaska Rural Communications System (ARCS). The RFI solicits information from qualified vendors capable of providing low-earth orbit satellite communication services to support ARCS's 126 federally licensed rural low-power television transmitter sites across Alaska. The system currently transmits four to six channels of over-the-air television programming and provides radio programming to over 25 rural public radio stations. Vendors are required to submit responses addressing their existing capabilities, proposed low-earth orbit satellite constellation services for rural television station broadcast connectivity, hardware and technical support for all 126 existing sites throughout Alaska's landmass and territorial waters, and general and benchmark cost information. The original response deadline was July 28, 2026, at 2:00 p.m. AKST; however, Amendment One extended the deadline to August 11, 2026, at 2:00 p.m. AKST. Responses must be submitted in both Word and PDF formats via email to doa.oppm.procurement@alaska.gov, directed to procurement officer Christine Mash. This RFI does not guarantee future work, obligate the state to conduct a solicitation, or make the state financially responsible for vendor preparation costs.

The RFI specifically requests that vendors provide lower-cost alternatives to the current satellite system while maintaining service to all existing sites. Pricing information and benchmarks are required as part of vendor submissions. Administrative Order 352 applies to this RFI, disqualifying any person or business determined to support or participate in a boycott of the State of Israel; however, this requirement does not apply to entities with fewer than 10 employees or contracts valued below $100,000. All costs associated with responding to this RFI are the sole responsibility of interested vendors. The market research gathered from this RFI will inform the state's evaluation of available low-earth orbit satellite communication options in the marketplace to potentially enhance or replace the current ARCS infrastructure.
