About this opportunity
The State of Utah Division of Purchasing, conducting through the Division of Wildlife Resources, is soliciting bids under IFB AM27-123 for installation of approximately 2.5 miles of 6-strand barbed wire fence in Summit County, Utah, with a mandatory site visit on November 4, 2026 at 2:30 p.m. and bids due November 10, 2026. Attendance at the mandatory site visit is a condition for bidding, and the source lists it among the qualifications that contractors must meet.
Qualified contractors must have at least five years of fence-building experience, must have been actively working and installing fence in Utah for the past five years, and must have experience on slopes of approximately 20 percent. They must own or be able to rent the required equipment, including data-logging GPS equipment, and must be insured in the State of Utah. The source does not set a set-aside or preference program for this solicitation.
The project is a partnership among the Division of Wildlife Resources, the Utah Department of Agriculture and Food, the U.S. Fish and Wildlife Service, and private landowners in Echo. The fence will run along ridgelines and slopes following property lines to exclude trespass sheep and protect forage for wintering deer and elk. The contract requires a minimum of 8 gates and up to 12 gates, each 10 feet wide, with locations set by the biologist and landowner. Wire spacing is specified at 6, 10, 14, 21, 30, and 40 inches off the ground, with posts 14 feet apart. The contractor purchases all materials, including T-post steel posts, 12.5-gauge 4-point barbed wire, wooden fence stays, and 11-gauge fence clips, and invoices for reimbursement. The project budget is $90,000.
Performance runs November 15, 2026 through June 30, 2027, and all work must be completed and invoiced by June 30, 2027. Payment will not issue for work completed after that date. No work may begin until award and execution of a purchase order or contract.
The Division will make a single award to the lowest-cost responsive and responsible vendor. Vendors must guarantee pricing for the full term; price adjustments require at least thirty days' notice, supporting market analysis, and approval by the Division of Purchasing Director. Bid pricing is public unless the vendor submits a Claim of Business Confidentiality form with a redacted bid. Bids containing exceptions or additions to standard terms will be rejected as non-responsive. Questions must be submitted through the U3P system during the Q&A period, and vendors may communicate with procurement staff only through the designated procurement officer. Vendors must certify compliance with Utah Code provisions on economic boycotts and boycotts of the State of Israel, and must confirm they provide no forced-labor products and use no restricted foreign entities for technology services.
