About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Division of Wildlife Resources, is requesting quotes for aerial seeding of 1,315.8 acres in San Juan County under RFQ AM27-121 (WRI #6617), with quotes due October 20, 2026.

The scope comprises aerial seeding across four treatment units (M01, M02, M09, M10) totaling 1,315.8 acres, with geospatial boundaries defined in the attached KML dataset. Each treatment unit is designated for mastication with seeding and herbicide application. The procurement will award a purchase order to the responsive and responsible vendor submitting the lowest cost compliant quote.

Evaluation is objective and cost-driven under the Utah Procurement Code. Multiple or alternate quotes from a single vendor will not be accepted; if submitted, only the primary bid is considered. Vendors must certify compliance with all RFQ provisions, including anti-boycott requirements under Utah Code Annotated 63G-27 and prohibitions on forced labor products and restricted foreign entities. All vendors are prohibited from communicating directly with procurement unit staff or evaluation committee members except through the designated State of Utah Division of Purchasing procurement officer. Questions are due through the U3P platform on dates specified in that system. Any exceptions to the RFQ content or specifications must be protested in writing to the Division of Purchasing prior to the closing date. Product samples may be required free of charge. The State reserves the right to conduct discussions with vendors reasonably susceptible of award selection and to request best and final offers. Pricing is guaranteed for the time period stated in the solicitation; adjustments require thirty days' notice and Director approval. Only fully executed purchase orders create binding agreements.
