About this opportunity

The State of Utah Division of Purchasing is requesting bids for bullhog and mastication services on up to 2,270 acres in Tooele County under IFB AM27-112, with bids due September 24, 2026. Participation is restricted to prequalified contractors only — vendors not on the current pre-approved/pre-qualified vendor list are ineligible to submit.

The scope is vegetation management and mastication services across the specified acreage in the Ibapah area. Work performance runs from September 24, 2026 through March 15, 2027. No mandatory site visit is required. The contractor must guarantee its pricing through project completion.

Award will be made to the lowest cost responsive and responsible vendor on a per-acre basis, with a single contract award anticipated. Pricing adjustments require at least thirty days' notice and supporting market analysis, subject to approval by the Director of the Division of Purchasing.

Contractor requirements include compliance with Utah Code Annotated 63G-27 anti-boycott provisions, certification that services do not involve forced labor from restricted foreign entities, and agreement to non-negotiable standard terms and conditions. Any bid containing exceptions or modifications will be rejected. Contractor performance is evaluated under a Rangeland Contract Performance Evaluation framework assessing quality of product/service (weighted 8×), timeliness of performance (weighted 8×), and contract management (weighted 4×); contractors must maintain a minimum average score of 60 to remain on the pre-qualification list. Commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate is mandatory, along with workers' compensation and commercial automobile liability coverage. The contractor bears all delivery costs on an F.O.B. Destination Freight Prepaid and Allowed basis and retains responsibility for loss or damage until final inspection and acceptance. The State retains the right to terminate for convenience with thirty days' notice or for cause with ten days to cure following written notification.

Bids were due September 24, 2026, and Hall's HammerTime Construction LLC was selected as the lowest responsive bidder at $298.05 per acre ($676,573.50 total).
