About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting bids on lop and scatter services for up to 89 acres in the Wasatch Front/Parleys Watershed Restoration Project in Salt Lake County, with bids due August 11, 2026 under IFB AM27-10. Participation is restricted to pre-qualified contractors only — vendors not on the current pre-approved/pre-qualified list may not submit.

The scope involves retreatment of previously masticated areas by cutting sprouting woody revegetation to maintain stand structure diversity within oak stands at elevations between 6,200 and 7,200 feet in Parleys Canyon. The contractor must furnish all equipment, labor, and supervision, including a minimum crew of eight people and fully operational chainsaws, brush cutters, and hand tools. An English-literate supervisor must be on site during work hours (one-half hour after sunrise to one-half hour before sunset, though weekend and holiday work is permitted by mutual agreement). The contractor is responsible for all environmental compliance, including noxious weed control, hazardous materials management, nesting bird protection, equipment washing, and erosion control, and must comply with all Forest Service fire prevention regulations and carry liability for fire suppression costs if a fire escapes containment. The contractor must begin work within seven calendar days of receiving the Notice to Proceed and complete all services within the performance window of August 15 through October 15, 2026.

Bids must be submitted on a per-acre basis with all labor, equipment, mobilization, and operating costs included; no fuel surcharges or price adjustments are permitted. Vendor pricing must be guaranteed through project completion. Award will be made to the lowest cost responsive and responsible bidder. No mandatory site visit is required, though bidders are strongly encouraged to inspect the site independently. Contractors must carry workers' compensation insurance and commercial general liability coverage with minimum limits of one million dollars per occurrence and three million dollars aggregate. Final payment is a lump sum following final inspection, with partial payments requiring prior written approval.
