About this opportunity
The State of Utah Division of Wildlife Resources is requesting bids for lop and scatter services covering up to 89 acres in the Wasatch Front/Parleys Watershed Restoration Project in Salt Lake County, with bids due September 9, 2026 under IFB AM27-10-1. Participation is limited to pre-qualified contractors only — vendors not on the current State of Utah Pre-approved/Pre-qualified Vendor list are ineligible.
The scope involves cutting and scattering woody revegetation across an 89-acre oak retreatment area in Parleys Canyon to reduce catastrophic wildfire risk and improve wildlife habitat. Contractors must furnish all equipment, labor, supervision, and supplies with a minimum crew size of eight people equipped with chainsaws, brush cutters, pole saws, hand saws, and loppers. Work must begin within seven calendar days of notice to proceed and be completed between April 15 and June 15, 2027. Work hours are limited to one-half hour after sunrise to one-half hour before sunset daily, with weekend and holiday work available by mutual agreement with the Project Manager. Contractors must comply with extensive environmental, safety, and cultural resource protection requirements, including equipment washing for noxious weed prevention, fire prevention measures, bird nest protection with ten-foot buffers, and immediate notification of archaeological discoveries.
Bids are submitted on a per-acre price basis, with all pricing including labor, equipment, mobilization, and operating costs. No fuel surcharges or adjustments are permitted. Vendors must guarantee pricing through project completion, with any requested adjustments requiring at least thirty days' advance notice and supporting market analysis. The State reserves the right to modify acreage by up to ten percent through a minor change order at the original bid price per acre. Payment will be made as a lump-sum final payment following final inspection, based on actual acres completed at the bid price per acre.
The contract will be awarded to the lowest responsive and responsible bidder. No mandatory site visit is required, though site inspection is strongly recommended. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million combined single limit if vehicles are used.
