About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is issuing a Request for Quotes (RFQ) for helicopter services to support roadless guzzler repair flights in Grand County. The procurement seeks a responsive and responsible vendor to provide eight hours of on-site helicopter time over a two-day period—five hours on May 26, 2026, and three hours on May 27, 2026—to transport personnel and equipment to remote locations. The work will be conducted from a central staging area at 8,500 feet elevation with three personnel drop-off and pickup sites ranging from 6,800 to 8,800 feet elevation, located two to six miles from the staging area. Operations are restricted to specific time windows: 7 a.m. to noon on May 26 and 5 p.m. to 8 p.m. on May 27. The contractor must provide all labor, equipment, supervision, transportation, and operating supplies, with pricing submitted on a per-hour basis that includes all mobilization and operation costs, and no fuel surcharges or adjustments to be negotiated. Evaluation will be based on the lowest cost combined with prior performance references and bidder experience on similar projects, with the contract award made at the sole discretion of the government. The submission deadline is April 28, 2026, with a pre-work conference to be held at the project site prior to work commencement, and all work must commence within seven calendar days of receiving notice to proceed and be completed by the specified dates.

The solicitation documents do not explicitly identify set-aside designations or restrictions limiting responses to specific types of organizations such as disadvantaged enterprises. However, vendors must comply with all mandatory certifications and prerequisites outlined by the State of Utah Division of Purchasing, including anti-boycott provisions, non-engagement in economic boycotts or boycotts of the State of Israel, certification that no forced labor products or restricted foreign entity technology will be provided, and E-Verify requirements for employees in Utah. The contractor must maintain appropriate insurance coverage, including Workers' Compensation, Commercial General Liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, and Commercial Automobile Liability of $1 million per occurrence. No incumbent vendors or current contractors are identified in the procurement documents, and payment will be made in one lump sum upon project completion, inspection, and acceptance by the government; however, the specific contract value or budget range is not disclosed in the available documentation.
