About this opportunity
The State of Utah Division of Purchasing, in conjunction with the Division of Wildlife Resources, is seeking a vendor to perform brush mowing and chemical application services for the AM26-33 Pass Creek Project located in Garfield County. The project requires mowing and herbicide treatment of 78 acres using a wet blade mowing system mounted on a bobcat, skid steer, or tractor, with herbicide application occurring simultaneously or within 5 minutes of cutting. Specific technical requirements include using equipment capable of mowing brush up to 6 feet in height and applying Tordon 22K or an equivalent herbicide at a rate of 2 quarts per acre. The procurement is structured as a Request for Quotes (RFQ) with the objective of selecting the lowest cost, most responsive, and responsible vendor through evaluation criteria outlined in the Utah Procurement Code. The solicitation has a posted date of September 23, 2025, with proposal responses due by October 7, 2025, and a project completion deadline of November 20, 2025. Multiple or alternate quotes will not be accepted, and vendors must comply with all specified requirements, with potential for disqualification if mandatory minimum standards are not met.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must be registered in the Status Verification System (E-verify) and comply with employment eligibility verification requirements. The contract will be awarded on a per-acre pricing model, with a lump-sum final payment based on actual acres completed after final inspection. The state reserves the right to modify contract terms, including potential acreage adjustments up to 10%, and may stop the contract at its discretion due to winter conditions. While no specific budget range is provided, the contract includes provisions for comprehensive cost coverage, including labor, equipment, materials, mobilization, and operating expenses, with no additional fuel surcharges or price adjustments permitted. Vendors must provide a licensed commercial pesticide applicator and ensure full compliance with state procurement regulations, technology security standards, and mandatory anti-boycott certifications.
