About this opportunity
The Town of Killingly, Connecticut is requesting sealed proposals for removal and installation of aluminum security gates with automated access control at the Killingly Water Pollution Control Facility (KPCF), with proposals due September 8, 2026 at 10:00 a.m. and a mandatory pre-bid site walk on August 18, 2026 at 10:00 a.m. The solicitation is open to all vendors without set-asides or restrictions.
The scope encompasses removal and disposal of existing Gate 1 and hardware, furnishing and installation of new aluminum gate assemblies with posts, hinges, locking mechanisms, and safety devices, electrical components, and an automatic gate opener system with remote smartphone application control and administrator functionality. Two optional alternates are offered: Alternate Bid No. 1 for a lockable pedestrian walk-through gate adjacent to the main automatic gate, and Alternate Bid No. 2 for removal and replacement of Gate 2 (approximately 92 feet in length).
Minimum qualifications require five years of experience installing automated gates in municipal settings, Connecticut electrical licensing, OSHA certification, and three comparable municipal references. The contract term is 150 calendar days from Notice to Proceed, with Substantial Completion in 120 calendar days and Final Completion in 150 calendar days. A one-year warranty on labor and workmanship applies from final acceptance.
Each proposal must include a 10 percent bid bond or certified check. The successful bidder must provide 100 percent labor and materials payment bonds and 100 percent performance bonds. Liquidated damages of $500 per calendar day apply for missed completion dates. Payment includes 5 percent retainage until final acceptance. The Town will provide electrical power to a junction box; the contractor assumes all electrical work from that point forward.
Vendor questions are accepted through August 23, 2026 at 3:30 p.m. EDT. Contact Tammy Laplante at 860-779-5360 or tlaplante@killinglyct.gov.
