The system must include an external rechargeable lithium-ion battery pack providing approximately three hours of runtime, high-sensitivity color and infrared imaging, HDMI live video output, segmented coaxial lighting arrays with scientific-grade LED filters, an auto touchscreen display, rapid battery charging, and a carry case with over-the-shoulder strap. Only new equipment in current production is acceptable; used, shopworn, demonstrator, prototype, or discontinued models are prohibited. Delivery is required to the DOJ location at 5311 N. Woodrow, Fresno, California 93740, with contact Caroline Garcia at 559-862-2267. Questions are due by April 15, 2026, and quote responses are due by April 22, 2026, with the anticipated award date noted in the solicitation documents.

Bidders must submit required certifications including the Bidder Declaration Form (GSPD-05-105), Recycled Content Certification Form (CalRecycle 74), Darfur Contracting Act Certification Form (DGS PD 1), and Generative Artificial Intelligence Disclosure & Fact Sheet (STD 1000). Award will be made on an "all or nothing" basis to the lowest responsible bidder excluding sales tax, with sales tax added based on delivery address and F.O.B. destination terms applying. Payment terms are non-negotiable Net 45 days, with the seller responsible for replacement or compensation if loss or damage occurs in transit. No specific budget range or award value is disclosed in the available documentation; prospective bidders should contact the agency for pricing guidance and additional procurement details.
