About this opportunity
The Oregon Department of Transportation (ODOT) is issuing a Request for Competitive Quotes (RFCQ) for a single contract to supply and install a new 40-kilowatt propane gas-powered emergency generator system at the Alkali Lake Maintenance Station located at 46331 US Highway 395 in Lakeview, Oregon. The project scope includes a concrete pad foundation, automatic transfer switch, underground gas and electrical utilities, connection to an existing on-site propane tank, integration with the existing on-site power distribution system, and all related work necessary for operational functionality. The specified equipment is a Cummins C40 N6 generator (or approved equivalent) with a minimum 40 kW standby power output rating, isochronous governor, microprocessor-based control with automatic starting capabilities, and seismic qualification. The automatic transfer switch must be UL 1008 listed and contactor-type, with the Cummins PowerCommand OTEC Transfer Switch 40-11 specified as the basis of design. All work must comply with the Oregon Electrical Specialty Code and NFPA 110 Level 1 standards for emergency power systems, be factory-tested, and include comprehensive warranties of 24 months for standby product and 12 months for prime/continuous product from commissioning. Contractors must be licensed with the Oregon Construction Contractors Board (CCB) prior to offer submission, demonstrate satisfactory performance on at least three similar projects completed within the last three years, and maintain public works bonds filed with the CCB before commencing work. The project is subject to prevailing wage requirements established by the Oregon Bureau of Labor and Industries (BOLI) for Lake County, Region 11, with rates effective January 5, 2026, as amended February 18, 2026. A mandatory pre-quote conference is scheduled for April 16, 2026, at 11:00 a.m. at the project site, with attendance required for all offerors or their quotes will be rejected as non-responsive. Quotes must be submitted electronically through the OregonBuys procurement system by April 29, 2026, with award made to the responsible offeror submitting the lowest responsive quote price. Substantial completion is required by May 3, 2027, with final completion by May 17, 2027. All work is subject to the State of Oregon General Conditions for Public Improvement Contracts dated January 1, 2012, supplemental general conditions, specifications, and approved plans available on OregonBuys.
This is a public improvement project with no indicated set-aside designations for disadvantaged enterprises or minority-owned businesses mentioned in the available documentation. All licensed contractors meeting CCB requirements and demonstrating relevant project experience are eligible to respond. The contract requires contractors to furnish performance and payment bonds each equal to the contract price and maintain comprehensive insurance coverage throughout the contract term and warranty periods. The successful offeror must submit certificates of insurance, W-9 forms, and execute the Public Improvement Contract within two business days of receipt via Adobe Sign, with all work commencing only after Notice to Proceed and approval from ODOT Contract Administrator Jesse Powning (541-554-4775, Jesse.powning@odot.oregon.gov). The contract documents reference integration with existing on-site power distribution infrastructure and the existing propane tank, requiring coordination with site-specific utility systems. No specific budget range or award value is disclosed in the procurement documents; pricing will be determined based on the lowest responsive quote received from qualified bidders. Retainage, if withheld, shall not exceed five percent of each progress payment and will be released in accordance with Oregon Revised Statutes 279C.550 to 279C.580.
