About this file
This is a Project Overview exhibit document prepared by the Oregon Department of Transportation (ODOT) for the Alkali Lake Maintenance Station backup generator replacement project. ODOT is soliciting one contract to supply and install a new 40kW propane gas-powered emergency generator with associated infrastructure, including a concrete pad foundation, automatic transfer switch, underground gas and electrical utilities, propane tank connection, and integration with the existing on-site power distribution system. The project encompasses all related work necessary to complete the installation and ensure operational functionality of the backup power system at the Alkali Lake maintenance facility.
The project overview document establishes the technical specifications and scope requirements for bidders to develop accurate proposals and cost estimates. The document serves as a foundational reference for contractors to understand the project's physical location, existing site conditions, current infrastructure configurations, and integration requirements with ODOT's existing systems. This overview enables qualified contractors to assess project complexity, identify material and labor requirements, and submit competitive bids based on comprehensive site knowledge and technical understanding of the installation work required.

Project Description:
Project includes the installation of a new propane gas powered emergency generator, concrete pad foundation, automatic transfer switch, underground gas and electrical utilities, connection to propane tank, connection to existing on-site power distribution system, and other related work as required.
Project Background:
The Alkali Lake Maintenance Station is out in the middle of nowhere. Located at the end of the Harney Electric grid, it experiences more frequent and prolonged power outages than any other maintenance station in Region 4. Reliable backup power is essential to maintain operations, protect facility systems, and ensure crew safety during these events.
The existing generator is more than 50 years old and reached the end of its serviceable life a while ago.
It suffers from recurring operational issues. Its fuel tank is very small, requiring frequent manual refilling during extended outages.
In addition, the generator and transfer switch are fully manual. During an outage, staff must travel to the maintenance station, manually start the generator and manually throw a large transfer switch. This exposes personnel to hazardous conditions, creates avoidable downtime, and places unnecessary operational strain on the crew during already challenging events.
