About this file
This is a Technical Specifications document for the Oregon Department of Transportation (ODOT) Alkali Lake Maintenance Station Emergency Generator Project located at 46331 US Highway 395 in Lakeview, Oregon. The project requires the supply and installation of a new 40 kW propane gas-powered emergency generator system, including a concrete pad foundation, automatic transfer switch, underground gas and electrical utilities, connections to an existing propane tank, and integration with the existing on-site power distribution system. The specifications detail comprehensive requirements for concrete forming and reinforcement, cast-in-place concrete work, and complete electrical systems installation. The work is governed by the Oregon Electrical Specialty Code and must comply with NFPA standards, particularly NFPA 110 Level 1 requirements for emergency power systems. The Construction Project Manager (CPM) is Jesse Powning, based in Bend, Oregon, and can be reached at Jesse.POWNING@odot.oregon.gov or 551.554.4775.
The generator set specified is a Cummins C40 N6 (or approved equivalent) with a minimum 40 kW standby power output rating, capable of accepting 120 kVA in a single step load application. The engine-generator system must operate on liquefied propane gas at 1800 RPM with a closed-loop liquid cooling system, isochronous governor, and microprocessor-based control featuring automatic starting and monitoring capabilities. The automatic transfer switch must be UL 1008 listed, contactor-type, with the Cummins PowerCommand OTEC Transfer Switch 40-11 specified as the basis of design. All equipment must be factory-tested, seismically qualified, and provided with comprehensive warranties: 24 months for standby product and 12 months for prime/continuous product from commissioning. The contractor must coordinate with the CPM for all submittals, including product data, shop drawings, and certifications, with a minimum of seven days' notice before the bid closing date for any substitution requests. On-site acceptance testing must include cold start tests, two-hour full load tests with a resistive load bank, one-step rated load pickup tests, and a power failure test simulating utility service loss for at least two hours.
