About this opportunity
The Texas Parks and Wildlife Department is requesting bids for delivery and unloading of alfalfa grass square hay bales to Big Bend Ranch State Park in Presidio, Texas under IFB, with bids due July 16, 2026 at 2:00 p.m. CST. The procurement carries a Texas-bidder preference and permits claims for service-disabled veteran, Texas-grown agricultural product, and environmentally sensitive material preferences where applicable.
The scope is a blanket contract with an initial estimated order of 3,000 square bales (50–65 pounds each) and subsequent orders placed as needed. Deliveries of approximately 400–450 bales per delivery are expected on a preferred schedule of approximately 14 calendar days from order date. Unit pricing must be all-inclusive on an FOB destination basis, covering delivery, unloading, tariffs, fuel surcharges, and miscellaneous fees; TPWD pays only for goods received.
The contract term runs from the award date or September 1, 2026 (whichever is later) through August 31, 2027, with options to renew for up to three additional one-year periods contingent on mutual written agreement, funds availability, and vendor performance. Price increases at renewal are permitted with approved justification not to exceed 5%, subject to mutual agreement. The contract is subject to funds availability and may be terminated for convenience with 30 calendar days' notice.
TPWD reserves best-value award authority based on lowest price, qualifications, experience, delivery schedule, past performance, and life cycle costs. No pre-bid meeting or site visit is specified. Payment is due within 30 days of receipt of properly prepared invoices and accepted goods under Texas Government Code Chapter 2251.
