About this opportunity
The City of DeBary, Florida is soliciting sealed proposals for Alexander Island Park Phase 1-Uplands construction improvements—an Operations Building with ADA ramp and stairs, fencing, and landscape work—with proposals due October 1, 2026 at 2:00 PM EST and a mandatory pre-proposal meeting on September 9, 2026 at 10:00 AM EST.
The scope encompasses Operations Building permit coordination and ADA access construction; 630 linear feet of composite wood split rail fence and 57 linear feet of vinyl screening fence with multiple gate types; decorative accent columns; hardscape elements including 1,857 square feet of concrete pavement and 8-inch concrete ribbon curb; and extensive landscaping featuring thousands of individual plants (canopy trees including Florida Flame Red Maples, American Sycamores, Southern Live Oaks, Bald Cypress, and Sabal Palms; shrubs and ground covers), 43,437 square feet of Argentine Bahia grass sod, site furnishings, trail kiosks, stormwater infrastructure, and associated irrigation. All plant materials must meet Florida Grade #1 or better. The contractor assumes responsibility for locating utilities 48 hours before construction via Sunshine State One Call of Florida, protecting existing utilities, soil preparation to specification, plant health maintenance, and one-year warranty of all landscaping and lawns from certification of acceptance. Liquidated damages are $300 per caliper inch for damaged existing trees (20 percent escalation for trees exceeding 4 inches in caliper) and $500 per calendar day for work uncompleted after the contractual completion date. The project is partially funded with ECHO Funds, and Volusia County must be listed as an obligee on required bonds.
Contractors must submit sealed lump-sum or unit-price bids on the provided Bid Price Sheet (unmodified), along with Contractor Acknowledgement Form, drug-free workplace and debarment certifications, subcontractor lists, evidence of experience and financial capacity, conflict-of-interest disclosure, proof of active business registration, and certificates of insurance. Performance and Payment Bonds equal to 100 percent of the bid amount are required unless contract value is $200,000 or less. The City will award to the lowest responsible and responsive bidder based on ability, capacity, experience, quality of prior performance, compliance with law, financial stability, and bonding capacity. Questions are due September 16, 2026 at 2:00 PM EST. City Council approval is scheduled for October 21, 2026, with a tentative construction start of October 28, 2026 and estimated completion by November 25, 2026.
