About this opportunity
The Kenton County Airport Board (KCAB) is soliciting qualifications for Airside and Landside On-Call Engineering Services at Cincinnati/Northern Kentucky International Airport (CVG), with a mandatory pre-proposal meeting on November 12, 2026 at 10:00 a.m. and proposals due December 3, 2026 at 2:00 p.m. Consultants must comply with Disadvantaged Business Enterprise requirements under 49 CFR Part 26, including prompt payment of subcontractors within 30 days and no DBE subcontractor termination without KCAB written consent.
Scope covers five phases (preliminary, design, environmental, bidding, construction, and close-out) for runway and taxiway rehabilitation, apron reconstruction, parking facilities, drainage systems, and utility infrastructure. Firms must demonstrate relevant experience on similar projects within the past five years and employ Kentucky-registered professional engineers capable of stamping plans. Quality control programs are required through design and construction. Work in the Aircraft Operations Area requires security escorts and compliance with FAA Advisory Circulars and airport safety protocols, and the contractor bears the cost of badges, keys, security threat assessments, and fingerprinting.
The MSA requires professional liability insurance of $2.0 million, commercial general liability insurance of $2.0 million ($10.0 million for work on aircraft ramps, taxiways, or runways), automobile liability insurance of $2.0 million, and Kentucky workers' compensation, with KCAB named as additional insured. Compensation is negotiated case by case under the consultant's fee schedule (Schedule 1), with each task order specifying scope, schedule, deliverables, and compensation. KCAB reimburses only inter-city transportation and out-of-town lodging, excluding meals and local travel. The contract term is three years with three additional one-year renewal options. Funding comes from internal airport funds, with Federal Aviation Administration entitlement and discretionary grants identified as potential sources.
Evaluation weights firm qualifications and experience at 25 points, key staff experience and availability at 25 points, and project execution, including team organization, management approach, and technical resources, at 50 points. Proposals remain valid for 120 days from the closing date and must be submitted through the OpenGov portal.
Questions are due November 19, 2026 at 11:59 p.m., with answers posted by November 25, 2026 at 11:59 p.m. Interviews are anticipated December 10–18, 2026, and contract implementation is targeted for March 1, 2027.
