About this opportunity

The City of Lubbock, Texas is requesting proposals for Airport Terminal Advertising Concession Services at Lubbock Preston Smith International Airport under RFP 26-19432-KM, with proposals due March 12, 2026 at 3:00 p.m. and a pre-proposal meeting scheduled for February 18, 2026 at 11:00 a.m. via Zoom. No set-aside or preference program is identified.

Respondents must demonstrate minimum qualifications: prior experience installing, leasing, and managing advertising displays at a similarly-sized airport within the last three years; documented annual gross revenue generation at an airport facility; and sufficient financial resources to develop and operate the concession. The scope encompasses development, financing, and operation of a comprehensive airport terminal advertising concession program featuring digital and traditional displays throughout the renovated terminal building.

The contract term is ten years from formal approval, with automatic renewal for additional terms unless either party provides 90-day written notice of termination. The Airport currently serves approximately 535,650 annual passengers with three domestic airlines; historical gross advertising receipts have ranged from $174,211 to $278,376 annually. Prices quoted must be guaranteed for six months upon City approval, with adjustments thereafter based on Consumer Price Index or Product Price Index changes. Insurance requirements include Commercial General Liability of $1 million per occurrence with $2 million aggregate, Commercial Auto Liability of $1 million combined single limit, and Workers' Compensation at statutory limits.

Evaluation is scored on four criteria: Business Proposal including revenue to the Airport and financial strength (40 points), Experience and Qualifications (20 points), Capital Investment in initial development and mid-term refurbishment (20 points), and Management Plan and Marketing Strategy (20 points). The City reserves the right to reject any proposal, postpone the award date, and terminate the contract with 30-day written notice. Proposals must be submitted electronically through Bonfire or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management.
