About this opportunity

Beaufort County Capital Projects is requesting proposals for the resurfacing of approximately 7,500 square feet of aircraft hangar and shop flooring at Lady's Island Executive Airport, with proposals due July 8, 2026 at 3:00 p.m. EST. A non-mandatory pre-proposal meeting is scheduled for June 17, 2026 at 2:00 p.m. EST, and a non-mandatory site visit will be held June 30, 2026 from 1:00 p.m. to 2:00 p.m. EST.

The scope encompasses mechanical surface preparation to CSP 3-5 standard, moisture testing and mitigation, installation of a 100% solids epoxy flooring system with aggregate broadcast for slip resistance, and application of a urethane topcoat. Work areas include the main hangar floor (80 feet by 75 feet), shop and maintenance area (38 feet by 24 feet), chemical storage room (16 feet by 32 feet), and transitions and thresholds. The finished system must withstand aircraft operations, heavy loads, and exposure to aviation-related chemicals.

Contractors must meet minimum qualifications demonstrating experience with resinous flooring systems in aircraft hangars or heavy industrial environments and successful completion of at least three similar projects. The base bid must include mobilization and demobilization, surface preparation, crack and joint repairs, moisture testing and mitigation, epoxy primer and body coats, aggregate broadcast, urethane topcoat, a minimum five-year warranty covering materials and workmanship, and cleanup and disposal. Optional alternates include extended ten-year warranty coverage and hangar floor striping and markings.

Insurance requirements include Worker's Compensation, Commercial General Liability ($1,000,000 each occurrence and $2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), and Umbrella Liability Insurance ($2,000,000 minimum). Selection will be based on qualifications, experience, technical approach, warranty, and cost. A selection committee may require oral presentations from top-ranked firms if the best proposal is not clearly identified from scoring. Proposals must remain firm for 90 days from closing. Funding is from Beaufort County appropriations. The contract will be awarded to the responsive and responsible offeror whose proposal is most advantageous to the County.
