About this opportunity
The City of Fort Worth seeks proposals for Airport Hangar Door Repair, Maintenance, and Insulation Services for the Aviation Department on an as-needed basis through Request for Proposals No. 26-0156. The procurement addresses repair, maintenance, and insulation services for 32 airport hangars located primarily at Spinks Airport in Burleson and Meacham International Airport in Fort Worth, with potential additional locations. Scope of services includes repairs and maintenance of multiple hangar door types (bi-fold, hydraulic, horizontal sliding, and rolling steel or sectional doors), installation and repair of various insulation types (spray polyurethane foam, fiberglass, rigid foam board, and reflective systems), and specialized repairs on Schweiss bifold hangar doors with custom parts and equipment. All repairs must carry a minimum 90-day guarantee with parts guaranteed for one year post-installation, with vendors required to respond to service requests within one business day and conduct on-site evaluations within three business days during regular business hours (Monday through Friday, 8:00 AM to 4:00 PM), though after-hours and emergency services may be requested. Proposals will be evaluated using a best-value approach based on five criteria: Cost (up to 15 points), Small Business Participation (up to 25 points), Qualifications and Experience (up to 25 points), Service Approach and Responsiveness (up to 20 points), and Staffing and Resources (up to 15 points), with proposals required to achieve at least 50% of available non-price points for consideration. Minimum qualifications include two years' experience in hangar door repairs and insulation, two years of technician experience in airport settings, ability to supply Schweiss brand or OEM-certified parts, and provision of all tools and equipment for repairs. Proposals must be submitted electronically through the Euna Portal (https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities) prior to the April 23, 2026 deadline, with a public opening scheduled for approximately 2:00 PM CST at Fort Worth City Hall following the close date.
The City has established a 30% Small Business Goal for this procurement, which may be achieved through self-performance by a prime contractor certified as a small business, utilization of one or more certified small business subcontractors, or a combination of both, with small businesses required to be located in Tarrant, Wise, Johnson, Parker, or Denton County and hold current certification from approved organizations such as NCTRCA, WBCS, Dallas-Fort Worth Business Council, Texas HUB Program, or TxDOT SBE Directory. All small business firms must be certified prior to bid submission with current certifications accompanying the proposal; failure to complete the Small Business Utilization Form entirely or submit current valid certifications may result in zero points being awarded for the small business goal criteria. The Draft Vendor Services Agreement requires vendors to maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Professional Liability/Errors & Omissions ($1,000,000 each claim/$1,000,000 aggregate), with coverage remaining in effect for two years following service completion. The initial contract term shall be one year with automatic renewal for up to four additional one-year renewal periods unless either party provides 90 days' notice of non-renewal prior to expiration; the City reserves the right to terminate the agreement at any time with 30 days' written notice or immediately upon non-appropriation of funds. The RFP does not specify an award value or budget range; compensation terms and a not-to-exceed total compensation amount will be detailed in Exhibits A and B of the finalized Vendor Services Agreement. All successful proposers must register for direct deposit payments with the City and submit invoices electronically to supplierinvoices@fortworthtexas.gov with payment terms of Net 30 Days.
