About this opportunity
The City of Farmington, located in San Juan County, New Mexico, has initiated an emergency procurement under NM Statute 13-1-127 for an urgent gas line repair and replacement project at the Four Corners Regional Airport. The procurement involves immediate replacement of gas lines in Hangar 9, triggered by a gas-fired radiant heater malfunction that resulted in discovered gas line leaks and potential safety risks. The primary objective is to restore heating capabilities and prevent fire suppression system failures, particularly with approaching freezing temperatures in the early weeks. The contract was directly awarded to M & R Plumbing & Heating, a local Farmington contractor, without standard competitive bidding processes due to the emergency nature of the repair. Specific deliverables include comprehensive gas line replacement, pressure testing, and restoration of heating functionality in the hangar located at 1300 W Navajo St. The procurement was deemed critical to prevent threats to government operations, property preservation, and personnel safety. The contract was posted on November 14, 2024, with a proposal due date of December 14, 2024.
The emergency procurement does not explicitly indicate any specific set-aside designations or restrictions on responding organizations. The contract was awarded as a one-time purchase with an approximate value of $28,000 directly to M & R Plumbing & Heating, a local New Mexico contractor. No information was provided regarding disadvantaged enterprise participation or specific vendor qualifications beyond the emergency repair capabilities. The procurement appears to be focused solely on addressing an immediate infrastructure repair need at the Four Corners Regional Airport, with no mention of ongoing maintenance contracts or alternative vendor considerations. The geographical scope is limited to San Juan County, New Mexico, specifically the Farmington municipal airport facility. No additional funding sources, integration requirements, or long-term contractual obligations were detailed in the available documentation.

CITY OF FARMINGTON CENTRAL PURCHASING INTER-OFFICE MEMORANDUM TO: Jennifer Rowland, CPO, CPPB, NIGP-CPP Chief Procurement Officer FROM: Jason Burgert DATE: November 14, 2024 SUBJECT: Written Determination, NM Statute 13-1-127 Emergency Procurements Monday morning we had a gas fired radiant heater malfunction in hanger 9 at the Four Corners Regional Airport. The fire dept. and the gas company turned off the gas to the building until we could get the heater repaired. To turn the gas back on we have to do a pressure test to ensure there are no leaks. We found that we do have leaks and that some of the gas line is behind blown on insulation and is inaccessible to evaluate. At this point the most feasible action is to replace the gas line. We feel this is an emergency as the temperatures are supposed to dip into the teens and low twenties early next week. The building has fire suppression systems which we cannot allow to freeze. Due to the building classification we cannot have ignition sources at the ground level so portable temporary heaters are not an option. The existence of the emergency condition creates an immediate and serious need for services cannot be met through normal procurement methods and the lack of which would seriously threaten: 1. The functioning of government; 2. The preservation or protection of property; or 3. The health or safety of any person. Contract award details and the required statutory information is below: 1. M & R Plumbing & Heating 1215 Mission Ave Farmington, NM 87401 2. $28,000 - One Time Purchase, Approximate. 3. Immediate replacement of gas lines to repair the leaks found and restore heating to hangar 9 building at the Four Corners Regional Airport 1300 W Navajo St, Farmington, NM 87401. Questions regarding the award may be submitted via email to the attention of Jennifer Rowland, City of Farmington - Central Purchasing, 800 Municipal Drive, Farmington, NM 87401; Email: jlrowland@farmingtonnm.gov For reference, the relevant statutes are 13-1-127 & 13-1-128 NMSA 1978.
