About this opportunity

Palm Beach County Department of Airports is requesting proposals for Airport Facilities & Systems Consultant Services on an as-needed basis across four county-owned airports under RFP DOA 26-6, with proposals due July 22, 2026 at 3:00 p.m. and a non-mandatory pre-proposal conference on July 1. Up to three firms will be selected. Proposers must be Palm Beach County CCNA certified prior to proposal submission — a mandatory eligibility gate. A 20% Small Business Enterprise participation goal applies to the total dollar value of service authorizations funded by local sources only; a Disadvantaged Business Enterprise participation goal will be set for each service authorization eligible for federal or state funding, with the specific goal type dependent on the funding source.

The scope encompasses architectural, mechanical, electrical, structural, and landscape design services; investigative services including survey, geotechnical, mechanical, electrical, and structural work; construction administration; construction management and inspection; and cost estimation, all supporting the county's Capital Improvement Plan and Master Plans while meeting resiliency and sustainability requirements under Florida Statutes 255.2575 and County policy PPM CW-O-093. Services will be scoped through individual Consultant Service Authorizations at no guaranteed minimum amount. Compensation is on a fixed price/lump sum or time-and-materials basis with monthly invoicing based on percentage of completion or actual labor hours plus reimbursables; labor rates are subject to audit and may increase up to 3% annually after the initial two-year period if supported by the Consumer Price Index.

The contract term is two years with three optional one-year renewal periods. Required insurances include Commercial General Liability, Business Automobile Liability, Professional Liability, and Workers' Compensation per Florida Statute Chapter 440. Evaluation assigns 35 points for ability and past performance, 35 points for project approach and understanding, and 10 points for volume of previous work awarded by the County over the past four years. Proposers must acknowledge receipt of Addenda Nos. 1 and 3 (both issued July 15) and submit the complete Standard Form 330 limited to ten projects combined, five verifiable references, all required federal certifications, and executed conflict-of-interest disclosures for each team member.
