About this opportunity
Palm Beach County Department of Airports is requesting proposals for Airport Facilities & Systems Consultant Services under a qualifications-based selection process, with proposals due July 22, 2026 at 3:00 p.m. local time. The County will select up to three firms for an initial two-year contract term with three optional one-year renewals at the County's discretion. A non-mandatory pre-proposal conference was held July 1, 2026; written questions are due July 13, 2026.
CCNA certification by Palm Beach County's Engineering and Public Works Department is required prior to proposal submission—a mandatory eligibility filter. An SBE participation goal of 15% applies to all Consultant Service Authorizations (CSAs), with a minimum mandatory 20% SBE goal for local-only funded CSAs. A 0% DBE goal is established; however, all proposers must submit a completed DBE Schedule 6A.
Services will be delivered on an as-needed basis across four county-owned airports: Palm Beach International (PBI), Palm Beach County Park (LNA), North Palm Beach County General Aviation (F45), and Palm Beach County Glades (PHK). Scope includes vertical infrastructure design, investigative services (survey, geotechnical, mechanical, electrical, structural), construction administration, construction management and construction engineering and inspection, cost estimation, and extension-of-staff support. All work must comply with FAA, FDOT, and applicable federal, state, and local codes, including Florida Statutes 255.2575 sustainable building requirements and the Southeast Florida Regional Climate Change Compact's Unified Sea Level Rise Projection.
Compensation will be determined on a fixed price/lump sum or time charge/not-to-exceed basis as specified in individual CSAs, with no minimum amount of professional services or compensation guaranteed to selected consultants. Evaluation criteria are weighted as: ability, knowledge of design criteria, and past performance (35 points final, 50 points shortlist); project approach and understanding (35 points final, 20 points shortlist); and volume of previous County work over the past four years (10 points). Required insurance includes Commercial General Liability, Professional Liability, Business Automobile Liability, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. A shortlist committee will convene tentatively in August 2026; final A/E Selection Committee meeting is tentatively scheduled for September 2026. Proposals must include one original, six bound copies, and one electronic PDF copy on flash drive.
