About this file

This is Addendum No. 2 to a Request for Proposals (RFP) issued by the Palm Beach County Board of County Commissioners, Department of Airports for Airport Facilities & Systems Consultant Services (Project Number DOA 26-6). The addendum, dated July 7, 2026, provides clarifications to the original RFP and includes attachments from a Pre-Proposal Conference held on July 1, 2026 at 10:00 a.m. The consultant services will support operations across four airports within the Palm Beach County system: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). Anticipated work includes vertical infrastructure design, investigative services, construction administration, construction management, construction engineering and inspection (CEI), cost estimates, and extension-to-staff services. Proposals must be submitted on or before Wednesday, July 22, 2026 at 3:00 p.m. local time, with one original, six bound copies, and one electronic PDF copy on a flash drive. The last day for submitting written questions and clarifications is Tuesday, July 13, 2026 at 3:00 p.m. A shortlist committee will tentatively convene in August 2026 to select a minimum of two more firms than the number to be selected, followed by a final A/E Selection Committee meeting tentatively scheduled for September 2026, with Board of County Commissioners approval to follow.

Key addendum clarifications address proposal organization requirements: firms are not required to include resiliency and sustainable practices narratives as standalone sections; references may be incorporated into Standard Form 330 Section F rather than as a separate section; and only one OSBD Schedule 2 form is required regardless of the number of disciplines to be subcontracted. The RFP specifies a DBE subcontracting goal of 0% and an SBE subcontracting goal of 15%. Selection criteria are weighted as follows: ability, knowledge of design criteria, and past performance of the firm and project team (35 points for final selection, 50 points for shortlist); approach to the project, understanding of project scope, and quality of presentation (35 points for final selection, 20 points for shortlist); and volume of previous work awarded by the County over the past four years (10 points for both final selection and shortlist). Required submittals include a letter of interest/program approach/executive summary (5 pages maximum), organizational chart and description of personnel (5 pages maximum), current Standard Form 330, consultant responsibility form, conflict of interest disclosure forms, OSBD Schedules 1 and 2, required federal certifications, and DBE Schedule 6A. All proposal documents, forms, and amendments are available on Palm Beach County's Self Service Vendor website.
