About this opportunity
The Palm Beach County Department of Airports is requesting proposals for Airport Environmental Consultant Services across four county-owned airports (Palm Beach International, North Palm Beach County General Aviation, Palm Beach County Park, and Palm Beach County Glades) under RFP DOA 26-7, with proposals due July 22, 2026 at 3:00 p.m. An SBE participation goal of 15% applies to locally-funded portions of individual task authorizations; no DBE goal has been established, though DBE firms are encouraged to participate and future DBE goals may apply to federal-funded assignments.
The County will select up to three firms under a two-year continuing contract with three optional one-year renewals. Services include audits and inspections, environmental assessments, testing and monitoring, permitting assistance, remediation design, reporting, training, and staff extension across four impact areas: air, water, waste, and wildlife. Work is assigned on an as-needed basis through individual Consultant Service Authorizations with no minimum compensation guaranteed. Labor rates are negotiated task-by-task and subject to audit verification, with cost-of-living adjustments of up to three percent annually after the initial two-year period.
The estimated annual total value across all three contracts is $500,000. Consultants must maintain commercial general liability insurance of $5 million per occurrence and professional liability insurance of $5 million per claim. Architects, engineers, landscape architects, or surveyors must hold CCNA certification prior to proposal submission. All consultants must register in the County's Vendor Self Service system and comply with federal certifications regarding debarment, lobbying, and trade restrictions.
Evaluation criteria for shortlist selection (35 points each): ability and past performance; approach and presentation quality. Final selection adds (50 points) ability and past performance and (20 points) approach and presentation quality. Both rounds award 10 points for volume of previous work with the County over the past four years. A non-mandatory pre-proposal conference was held July 1, 2026. Questions are due July 13, 2026. This is a new engagement with no incumbent contractor.
