About this file
This is Addendum No. 2 to a Request for Proposals (RFP) issued by the Palm Beach County Board of County Commissioners, Department of Airports, for Airport Environmental Compliance Consultant Services (Project Number DOA 26-7). The RFP seeks qualified consultants to provide professional services including audits/inspections, assessments, testing, permitting, planning, remediation design, reporting, training, and extension-to-staff services across four Palm Beach County airports: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). Services will be assigned through individual Consultant Services Agreements (CSAs) under a continuing contract structure. The pre-proposal conference was held on July 1, 2026, with 32 attendees from various environmental and engineering firms. Proposals were due on July 22, 2026, at 3:00 p.m. local time, requiring one original, six bound copies, and one electronic PDF copy on flash drive. The selection process includes a shortlist committee meeting tentatively scheduled for July/August 2026, followed by a final selection committee meeting tentatively scheduled for August 2026. Three firms will be awarded contracts under this RFP.
The estimated annual total value of all contracts issued under this RFP is $500,000, though no work is guaranteed. Work will be assigned based on availability and qualifications of the selected firms, and the Department of Airports will ensure all four impact areas (air, water, waste, and wildlife) are covered across the three selected consultants. Proposals will be evaluated on three criteria: ability, knowledge of design criteria, and past performance of the firm and project team (35 points for shortlist, 50 points for final selection); approach to the project and quality of presentation (35 points for shortlist, 20 points for final selection); and volume of previous work awarded by the County over the past four years (10 points for both shortlist and final selection). A Disadvantaged Business Enterprise (DBE) goal of 0% and Small Business Enterprise (SBE) goal of 15% apply to subcontracting. Consultant's Competitive Negotiations Act (CCNA) certification is required prior to proposal submission if required by Florida Statute; firms with pending applications may submit with applications pending. The contract will be funded with federal, state, and/or local funds, with specific DBE goals to be set for each CSA based on funding eligibility.

Acknowledgement of Receipt of Proposer
ADDENDUM NO. 2
This addendum includes the following:
1. Questions
Question: Section II, Item 7 (page 3) Training: What type of training is to be expected?
Response: Examples of training may include but are not limited to wildlife, stormwater management, handling hazardous material, etc.
Question: Section II, Item 2 (page 3) Assessments: Conduct what kind of delineations?
Response: Wetland delineations.
Question: How will the task orders be awarded to the three selected firms?
Response: Tasks will be assigned based on availability and qualifications.
Question: There are four “Impact Areas” (air, water, waste & wildlife) followed by subtasks
1–8. Do we have to propose on one or more “Impact Areas”, or can we propose on the subtasks? Please clarify.
Response: The DOA will evaluate the proposals based on what is submitted. We will ensure all areas are covered by the three firms selected.
Question: Is there a budget for this new contract? If so, could you disclose the amount?
Response: Annual total value of all contracts issued under this RFP is estimated to be
$500,000, however, no work is guaranteed.
Question: Does the Department of Airports foresee major projects for the near future for this contract?
Response: Potentially.
Question: Could the slides presented in the pre-bid meeting on 7/1/2026 be shared?
Response: Yes, they are attached to this addendum.
Question: Could you share the list of the pre-bid attendees?
Response: Yes, it is attached to this addendum.
Question: Section III, Criteria for Shortlisting and Final Selection of Firms, Item F
(Subcontracting) states that "A team of subconsultants should not be presented in the
Proposal due to the unknown specific scope of work to be assigned through each CSA.
Subconsultants will be identified during CSA development."
However, the RFP also requires submission of SBD Schedules 1 and 2 and references anticipated SBE utilization. Please clarify whether proposers should identify and include specific subconsultants in their proposal and associated forms, or if proposers should submit the required SBD forms without naming subconsultants and only identify anticipated disciplines/service categories that may be subcontracted during future CSA development.
Response: The proposers should submit the required DBE/SBE forms without naming subconsultants and only identify anticipated disciplines/service categories that may be subcontracted during future CSA development.
Question: Is there an exact list of CCNA certifications required for this RFP evaluation?
Response: No. Please see Florida Statute and Palm Beach County website referenced in the RFP for CCNA requirements.
Question: Although this is a new contract, were these services covered previously under another contract?
Response: The DOA has been using the Civil, Planning, and Facilities contracts as needed with the subconsultants.
Question: How many contracts will be awarded for this RFP?
Response: Three will be awarded.
Question: The RFP says that you do not have to fit every area of the scope, how does that play into the evaluation of proposals if you don’t submit for all areas?
Response: The DOA will evaluate the proposals based on what is submitted. We will ensure all areas are covered by the three firms selected.
Question: What is the timeline for final selection?
Response: It depends on the selection committee’s schedule.
Question: Is it okay to have the CCNA certification application submitted by the time the proposal is submitted, or does it need to be approved prior to submittal?
Response: That is acceptable.
This Addendum includes the following attachments:
