About this opportunity
Palm Beach County Department of Airports is requesting proposals for Airport Environmental Consultant Services across four county airports—Palm Beach International, Palm Beach County Park, North Palm Beach County General Aviation, and Palm Beach County Glades—with proposals due July 22, 2026 and a non-mandatory pre-proposal conference on July 1. This is a qualifications-based RFP with no cost submission required. The County will select up to three firms to provide environmental compliance services on an as-needed basis through individual Consultant Service Authorizations (CSAs).
A 15% Small Business Enterprise (SBE) participation goal applies to CSAs ineligible for federal or state funding. Disadvantaged Business Enterprise (DBE) participation goals will be established for each federally or state-funded CSA. Any firm or individual providing architectural, engineering, landscape architectural, or surveying and mapping professional services must obtain CCNA certification from the County's Engineering and Public Works Department prior to proposal submission.
Services span four environmental impact categories—air, water, waste, and wildlife—including audits and inspections, environmental assessments, testing and monitoring, permitting, remediation design, reporting, training, and extension-of-staff support. All work must comply with FAA, FDOT, and applicable federal, state, and local regulations.
The contract term is two years with three optional one-year renewals at the County's discretion. No minimum amount of professional services or compensation is guaranteed. Compensation will be structured as fixed price/lump sum or time-charge/not-to-exceed basis, negotiated individually for each CSA, with monthly billing based on percentage of completion or labor hours plus reimbursable expenses. Labor rates are frozen for two years with potential increases of up to 3% annually thereafter, supported by Consumer Price Index.
Required insurance includes Commercial General Liability at $5 million, Professional Liability at $5 million, Business Automobile Liability at $5 million, and Workers' Compensation. Evaluation criteria for short-list selection weight ability and past performance at 50 points and project approach and understanding at 20 points; final selection criteria shift to 35 points each for ability/past performance and approach/understanding, plus 10 points for volume of previous County work in the past four years. Questions are due July 13, 2026 at 3:00 p.m. This is a new contract with no incumbent.
