About this opportunity

Palm Beach County Department of Airports is requesting proposals for up to three environmental consultant firms to provide on-call environmental compliance services across four county airports under a qualifications-based RFP, with proposals due July 22, 2026 at 3:00 p.m. A non-mandatory pre-proposal conference is scheduled for July 1, 2026 at 10:30 a.m. at Palm Beach International Airport, with virtual participation available.

The scope spans environmental audits and inspections, assessments, testing and monitoring, permitting assistance, remediation design, reporting, staff training, and staff extension services across four impact categories: air quality, water resources management, waste management, and wildlife mitigation. Services cover four county-owned and operated airports: Palm Beach International (PBI), North Palm Beach County General Aviation (F45), Palm Beach County Park (LNA), and Palm Beach County Glades (PHK). Work will be assigned through individual Consultant Service Authorizations (CSAs) on an as-needed basis with no minimum guaranteed amount or compensation. Firms providing architectural, engineering, landscape architectural, or surveying and mapping services must be CCNA certified by the County's Engineering and Public Works Department prior to proposal submission.

The contract term is two years with three optional one-year renewals at the County's discretion. Compensation will be on either a fixed-price / lump-sum or time-and-materials basis with a not-to-exceed amount, as specified in each CSA. Invoices are typically paid within 45 days following County approval. A minimum 15% SBE goal applies to CSAs funded entirely with local funds; DBE participation goals will be set for each CSA eligible for federal or state funding. Required insurance includes Commercial General Liability, Professional Liability, and Business Automobile Liability at $5,000,000 each. All services must comply with FAA, FDOT, and applicable Federal, State, and Local Codes, Regulations, Ordinances, and Policies. The RFP is issued pursuant to the Brooks Act and Florida Statutes 287.055. Questions are due by July 13, 2026.
